1. Defense Quality Management System
The Defense Quality Management System is a system managed and supported by the Defense Agency for Technology and Quality to enhance and ensure the quality of defense materials and improve the quality systems of defense industry companies.
The South Korean military, in its efforts to ensure the quality assurance of its self-developed defense products, enhanced its specifications and adopted the ISO 9000:2000 standard introduced by the International Organization for Standardization (ISO) in 2000. Based on this standard, the military further strengthened the requirements to address the characteristics of the defense sector and ensure government rights protection, resulting in a comprehensive revision known as the Defense Quality Management System(DQMS) certification, referred to as KDS 05009000.
As a result, defense companies have been able to enhance their quality management capabilities and improve reliability and efficiency in the defense sector.
2. Defense Quality Management System Certification Procedure
- ①System establishment : Defense contractor or specialized research institutions seeking certification are required to establish a quality management system that complies with the Defense Quality Management System Standard (KDS 0050-90000)
- ②System implementation : After establishing a quality management system that complies with the Defense Quality Management System Standard (KDS 0050-90000), it must be implemented for a minimum of 6 months
- ③Application review and corrective action : Verification of the validity of the applied fields, items, and applicable standards, as well as the confirmation of the required documents, and supplementary measures if necessary
- ④Certification Evaluation : Conducting document and on-site assessments
- ⑤Certification Acquisition : Obtaining certification and awarding of the certificate based on the assessment results
3. Effect of Defense Quality Management System Certification
- • Extra points are awarded for bidding in government contracts.
- • For contracts with the Defense Acquisition Program Administration, an additional score of 1.0 point is awarded to new entrant companies.
- • An additional score of 0.5 points is awarded for contracts with the Public Procurement Service.
- • Granting eligibility for participation in the Defense Quality Management Award → Granting additional score of 0.5 points for award.
- • Perceiving the company as low risk during the establishment of government quality assurance activity plans, resulting in a reduction of the scope of activities.
- • Increased profitability through the reduction of wasteful elements.
- • Improved quality reliability through the reduction of product defect rates.
- • Enhanced customer reliability through the reduction of customer complaints.
- • Establishment of impeccable work standards, management criteria, and measurement criteria.
